Your problem may just be that your internet connection is slow (?) Many if not most of the files get downloaded, but a few do not. If you try try again, hopefully you'll eventually get a copy of each needed file. Or if you can get past this point somewhere with a better connection (assuming that this is what the problem is).
Once you get past this I would recommend not deleting .minecraft willy nilly, considering the effort to get it the first time
I think that Mojang's downloader could use a little more brains assuming the logs aren't misleading. It ought to be smarter such that the next time you run, it could verify which files already on your disk are correct (a hash check), and then not bother to re-download. Then the download list would get smaller and smaller each time you attempted to launch until it worked.
... well your log is full of the URLs of the failed downloads. With that info you could manually place them where they need to be.
Then if the auto download times out, you should see more logs of this sort: "Couldn't connect to server (SocketTimeoutException: 'Read timed out') but have local file, assuming it's good"

It already does that. It just gives the illusion of not, by saying 'attempting to download' However if you already have a copy of the file, it says 'download complete, local file matches checksum, using that'
If would take much longer to load the game if it had to download everything. (it will if the checksum doesn't match, i.e. modded)
Note: Just remembered that it does do this for the natives files, downloads and uses them every time, then deletes them on exit.

I often just click on "play" and this term way to download everything.
