Recently, my Minecraft has been acting up. I decided to delete everything, and start a fresh copy. However, after trying to start it up, I get the following error:

I attempted to download and manually install the file mentioned, which worked to some degree. However, when I tried to login at that point, it got stuck. There was no error message or freezing, but the message "Logging in..." continued to display with no progress. I waited for about five minutes, and still nothing happened. Any ideas on this?

You need to reinstall Java.
First, go to the Programs and Features in Control Panel. Uninstall everything that says Java in the name. Then, go to http://java.com/en/download/manual.jsp to re-install Java. See also java/1.7.
