I recently bought a new laptop for it to be able to play games at a higher framerate. When I was playing on a Whitelisted server I was getting tremendous amounts of lag. It was so bad I couldn't even exit out of the game. And it came at random times. I usually get 70-110 frames while playing minecraft.
I'd blame server plugins and the amount of players doing whatever or entities within an area you're at. Everything regarding "lag" is amplified when it comes to a multiplayer server. If your singleplayer world lags less than a server, it's definitely the server. Servers alleviate some of the stress on a pc when it's in a direct comparison to what's modified or not. Vanilla vs Vanilla will favor a server, assuming an adequate connection. Otherwise, it's the server's fault entirely for any form of lag. Be it the players on the server with their combined lag creation, or what's installed for that server.
Obviously a better computer will help in most cases, but I'm saying that it's entirely the server causing the problems for you. Sometimes, a computer can only go so far and then it's down to the server not being capable of handling the stress of the number of players and what comes with them.
