I have tried

Re-installed java 7 32bit & 64bit

and installed java 8 32bit & 64bit

Turn off windows Firewall

Run as Administrator

Compatibility mod : windows 8 & 7 ((my windows 8.1))

I usually use windows defender but i try Norton 360 & ESET

Try Connecting to the internet in my laptop by using sharing internet on my smartphone

((another Internet connection))

Try 2 different laptop

All of the same problem

I'm really really tired

It may be a bit weird but I solved the problem by using the Internet connection from a different Internet company for which i used

The Internet is fully what Caused it some internet companies can Support minecraft as it takes a Bigger amount of internet speed than some normal programs.
