You shouldn't need to port-forward to connect *out* to minecraft servers.
The most common reason for failure to connect to servers is - something on your computer blocking it. Firewall, anti-virus, adblocker, parental control, etc.

Have you tried lowering the firewall settings on your Modem/Router? Most of the time, even though your computer allows an application through the firewall, the application won't be able to send any information outside of your network because of the firewall that the Modem/Router has.

oke but if i turn of my firewall antivirus and all blockers it still doesn't work
