Disabling Vsync Creates high pitched whine from graphics card?

Whenever I do anything past the title screen without Vsync a high pitched wine like this one occurs:

Enabling vsync fixes it.
Any Ideas?
GPU:EVGA GTX 660 SC 2 GB
RAM:8GB
CPU:AMD 8 Core Black
OS: Windows

Is this a fatal error or just an annoyance, meaning, will it fail if I don't replace it?
Also it just started recently and only appeared today.
Newinfo: It stops when I go full screen, whether with vsync on or off.
