This is a post for people who doesn't know how to cheat on a world that was created in no cheats option.
It tells you in a really easy steps:
1. start minecraft
2. go to the world you want to cheat on
3. press [ESC] and open menu
4. go to [Open to LAN]
5. put cheats on for the options
6. go back to game
7. now you can use cheats. Do what ever you want!!!

But if you're cheating keep in mind your world will act as a server in many ways until restarted (thus terminating the LAN network). You may not pause the game. Your [ESC] menu will act as it does in Multi Player, thus you cannot do fast cheaty things like switching gamemodes to escape hordes of mobs.

You actually CAN change gamemodes by doing this, I've tried before. And is there a command that puts cheats on even if you go back to title and start your world again? I'd like to know.

Yes, you can change game modes, the cheats have no limitations compared to what you would usually get. As far as I know, in game there is no certain command or way to permanently enable cheats but I'm certain there's a way to manipulate the code in some way but I'm unsure of how to mess about with all that.
