Normal Texture Glitches every time i destroy a block

My Minecraft has these weird looking textures, this only happens when i drop items or destroy blocks in the game. http://i.imgur.com/V8GvfrC.png I tried deleting .minecraft and re download it and still doesnt work, i have done this 3 times now, my java is up to date dont know whats wrong with minecraft... is it just my computer, if u do need my specs
CPU: Athlon 64x2 dual core QL-65
GPU: Radeon HD 3100
RAM: 4GB
Please help me, if you need more information just tell me Thank you

Try turning mipmapping off in the minecraft video options.
