I recently got a new laptop with an i3-4000m with integrated HD 4600. This was to replace a laptop with an integrated gma945, so I was expecting a night-and-day performance difference. I downloaded and ran Minecraft, and created a new world. The first odd thing I noticed was that the world took forever (1 minute) to generate. Then, once I was actually playing (All settings turned all the way down except for render, which was on 4) I was getting around 17 fps average (this is after letting the world/chunks load for ~30 seconds). This is not what I was expecting as this is quite literally exactly like what I used to get on the gma945. I'm using Windows 8.1 with Intel Graphics Settings on "Max Performance". I think the problem might be that the GPU is stuck at 400mhz even though I have a cooling pad (with a fan) that should allow it to boost at least to 600mhz consistently. I've tried both the 10.18.10.3316 and 9.18.10.3272 drivers (I'm currently using the 10.18 one). I have applied all available system updates. Any ideas?
Same version of minecraft? Or was it 1.6 on the old one, and 1.7 on the new one? 1.7 requires a lot more - so you generally get less FPS in 1.7 than 1.6.
Also try Options/Video Settings/Mipmaps "Off".
Close any other programs while running minecraft.
I played <1.6 on the GMA945, so I guess I expected too much. I already turned off mipmapping and closed all other programs.
Well, I just realized that I was using 32-bit Java, so I installed 64-bit and got a 5 or so fps increase in 1.7. I tried 1.6 and consistently got 30fps. Better, but still not what I expected. A friend of mine has a cheaper laptop that's just like mine but has a 3rd gen core i3 something-or-other with an HD4000 (with similar graphics core clocks) and it seems that his laptop gets higher fps than mine. But whatever, its playable now. I guess I'm just spoiled from my desktop rig with a GTX670.
Wohoo! I figured it out. I had created a custom power plan to max out performance while plugged in, but throttle everything when on battery. I used the "Power Saver" plan for a template and I forgot to change "Minimum Processor State" to 100% when plugged in, in Power Options>Change Plan Settings>Change Advanced Plan Settings>Processor Power Management.

I dedicated a GB, but I don't think it helped much. Thanks for the tip though.
