I'm having a problem trying to go back and play 1.6.4 whether if its Optifine, Forge, or Vanilla. When I click "Play", the green bar will come up, load, and finish but the launcher will just stay like that. But I can play 1.7.4 perfectly fine.
I have tried to delete my versions folder, but nothing helps. Then just to see I went back to a previous version of the "versions" folder to see if it would do anything, and it didn't.
You may need to reinstall the locally installed files that Minecraft puts into place.
To do so, press your Windows+R keys, type in %AppData% at the dialog, and press Enter. In the window that appears, open the .minecraft directory, and delete everything except for the saves directory that you see therein.
Then, try running Minecraft again, if the same issue occurs, do the following;

First, copy all of the text. Then, go to https://gist.github.com/ and paste it. Click Create Secret Gist. Then share with us the link that it takes you to.
