I'm pretty sure others have experienced this problem beforehand. If they have, please redirect me to a thread that covers this issue.
For whatever reason, in 1.7.4, there are sudden and unpredictable lag spikes, often triggered by simple tasks like moving away from a bunch of redstone contraptions or standing on a platform at layer 192. They happen without any reason or rhyme, and make the game unplayable. Very consistently, the CPU usage spikes to about 70%, and stays like that until I pause or quit the game. The CPU usage goes down, but the RAM usage stays up at about 40-50%, even after I quit the game.
I've heard that JVM Arguments can help. What might help? Any other suggestions?

OS: Windows 7 Pro, 64-bit SP1
CPU: AMD Phenom II X2 550, 3.10GHz
RAM: 4GB
