This is my first time attempting to run Minecraft on a new PC running Windows 8.1. I've been trying to run it since 1.7.2 and have been getting pretty much the same results. After downloading the necessary files (side note: this usually takes quite a while because I'm currently getting by with dial-up speed, due to the internet quality in my area being crap), the launcher gives me a "Couldn't unpack natives!" error when trying to launch the game. See my most recent dev console log here.
This has happened every time I've tried to launch the game except once, when it got stuck downloading the Twitch external platform instead, even after leaving the launcher running overnight. Not sure if this was due to internet speed, but it never got noticeably stuck on that file before or after that instance.
My DxDiag can be found here. I get the feeling the error is probably due to an outdated version of Java, but I can't update yet due to connection speed. Plus, I figure it'd be better to confirm exactly what's causing the issue now, rather than wait until my monthly data limit rolls over and update Java only to find that something else is causing the problem.
What antivirus software do you have installed? I had this problem earlier and it was actually Avast's shields doing it, disabling them let the game proceed.

Microsoft Security Essentials (inbuilt into Windows Defender). If I recall correctly, disabling it was what caused the Twitch external platform issue.
Just updated the launcher to 1.3.7 and tried playing with MSE enabled and disabled, same error both times.

Thanks in advance.
