This is a Windows permission misconfiguration. I assume you have tried deleting everything in .minecraft? (To do this, copy the saves folder elsewhere, and delete .minecraft)

I have found the solution. I found that kaspersky anti-banner is blocking the download. Simply go into settings > anti-banner then disable it. Click ok or apply then relaunch minecraft and the files should download. You can re-enable anti-banner now if you want and you minecraft should work. If you don't have kaspersky try finding something similar with your anti virus. Also i read adBlock or similar programs may cause this.
Thanks for the tip guys. I was having the same exact problem. It seems the URL Minecraft is trying to download from has the word 'ad' in it. Kaspersky Anti-Banner blocks any URL with that by default.
If you set an exclusion for Minecraft, you will never have that problem again. Just open Kaspersky and go to settings. Select Anti-Banner, and on the bottom right it says 'Use this list of allowed URLs'. Make sure that is checked and click the settings button below it. Then in the pop-up window, click add and type *minecraft.net*. Then ok your way out and all should be well.

Yup, I use kaspersky and have the same problem. I'm still looking for a fix, but supposedly a temporary fix would be turning block volume to 0%.
