Have you ever tried to install a new and more recent version on Minecraft. Your launcher seems very outdated. Make sure that Minecraft and java is not blocked in your network and connection settings.
As the error said, try reinstalling or updating your Java. Also make sure your proxy or internet settings is not blocking Minecraft, which disabling firewall for Java might help. Good Luck.

Moderator2. reinstall minecraft (clear the .minecraft folder leaving the saves folder)

uninstall ALL versions via Control panel.
cleanup all java installation directories under Program Files and Program Files (x86)
Reinstall java.
