My friend is hosting our server we play on and when I am using my phone tether or VPN, I can connect fine... but when I am not using either, it will not connect. He lives down the street and we use the same ISP, and this happens with XBox LIVE games sometimes, too. This isn't a port forwarding issue, as I've turned off the router's firewall, the PC's firewall, and forwarded the ports on the router (the server's port is the default) and still it's a no go.
Our IP's share the same first 3 octets (120.29.151.xx), so I am thinking it may even be on the ISP's end (we live in Japan on a small American Army base, so our ISP is contracted out to some crooked, slow and overpriced ISP called Allied Telesis... they're evil and greedy- irrelevant, but I just had to point out how much I hate them).
I am at a loss of what to do, and connecting through the VPN to get on the server causes annoying latency issues and my phone has a monthly data limit, so I'd rather not have to use it when I am at home.
In short, I've done the following to try and sort it out:
1. Had friend port forward on his PC running the server
2. Had him turn off his firewalls (router and PC)
3. Port forwarded on my own router
4. Turned off my firewalls (router and PC)
5. Tried all the above simultaneously and individually
6. Tried hosting the server on my PC and he cannot connect to it either

Based on what you said, I assume that you have tried to ping your connection to your friend's computer?
If not, open Command Prompt (search for it at start), and type in: After a while, when the command is done, there will be some output.
Right click in an empty space on CMD and press Select All -> Press ENTER.
This will copy all the text, simply post it to http://gist.github.com/ and submit it there and give us the URL.
