I was playing on a multiplayer server when my java crashed. When I reopened Minecraft (the first time in Forge 1.6.4 (with Optifine only, no mods)) all the colors were off. Hotbar/a few other things were ok but overall it was just completely screwed up.
I tried opening Minecraft in completely unmodded 1.7 and the colors were still screwed up.
You can try fixing this by turning off mipmapping under the options button. Also make sure to click force update before your start the game. If these two methods did not work, try installing a new texture pack with colours.
