I have a problem.
I have never had a problem controlling lag and other sorts of stuff on my old laptop. My old laptop had windows 7 32-bit, JRE 7 update 40, 4 GB RAM, and Dell HD graphics 4000 (I'm guessing that's not really a good graphics card), but my Minecraft was fine. I didn't even have to allocate more RAM to Minecraft on that laptop.
I got a new laptop for my birthday yesterday. It's an HP. It has 4 GB RAM, Windows 8 64-bit, JRE 7 update 45, and has AMD Radeon HD 8330. I tried allocating more RAM to my Minecraft now, and it makes no difference.
In all aspects, my new laptop should run Minecraft even better than my old one. Is it the fact that I have Windows 8? My old laptop was a DELL, are HP's just bad? I know that this new laptop I got comes with Norton Antivirus software, which I'm looking forward to deleting very soon because the guy on the phone said that it makes everything on the computer slower.
I'm also finding that browsers are a lot slower searching the web than my old laptop, which is obviously something to do with my computer. Maybe I should take this back and get a better one? I'm really confused here.
I'm not so sure your new laptop is a whole lot better than the old one given the specifications you gave. Someone else correct me if I am wrong. The RAM amount is the same, and I believe the AMD Radeon HD 8330 is roughly around par with the Intel HD 4000 overall from what I'm finding (I'm not as knowledgeable with laptops, but I'm researching them some to help my sister with an upcoming purchase of one for her son), but they may perform a bit differently in Minecraft specifically. Given the old one had the 4000 series, that would suggest that the Intel CPU in it was likely a bit better than the AMD CPU in the APU the new one has. It shouldn't be performing that much worse, but I don't think it's going to be a whole lot, if any, better either.
As per HP, I believe there were report regarding them as being among the worst for failure rates and quality or something, but that was a little while back. They may have improved; I don't know.
I've heard that HP's are a little slower than other laptops. I kinda knew that before I got one, but I don't really have the money for a great laptop. I might even have to wipe this one clean because they give it to you with a TON of apps installed, all active at once, and Norton anitivirus, which I know can choke up computers. There's an option to upgrade to 8GB RAM also. Do you think that by itself is enough, or do I need to take this back and get another?

It has less to do with it being HP and more to do with the actual hardware specifications. Giving it more RAM alone won't help much. The graphics chips in both laptops are the weakest point and what's holding it up for Minecraft performance, and you'll probably be hard pressed to get much better in that area with new budget laptops.
