I tried to start Minecraft 1.7 but It crashes with 'Pixel Format Not Accelerated'. My graphic card is AMD/ATI, the auto updater says my drivers are up to date.
Your first very big mistake is you forgot to check video driver support for Windows 8.1, and updated it anyway, causing the computer to replace the drivers with Microsoft ones because they're not supported for Windows 8.x. Well. no going back; you'll no longer play Minecraft.
But, you could try saving yourself by downloading the AMD 13.4 Beta Catalyst, but I can't offer you 100% guarantee that it's gonna work.
If it doesn't work, then your best bet is to downgrade into Windows 8 or 7, buy a new computer, or replace a video card if you had a desktop. If you had a laptop then the video card cannot be replaced.
