My guess would be that our internet is so slow, that Minecraft can't send frames to twitch as fast as they are being made.
Hmm, not sure that's the problem, but it could be.
Specs:
14mbps down
1.1 mbps up
Changing fps and bandwidth settings in minecraft broadcast settings did not fix the issue.
Using open broadcast software resulted in much better quality stream at 30 fps, so it seems like something to do more with minecraft than the internet.
Updating to version 'E' of minecraft prevents the stream from working at all, so the best option right now is probably to wait until Mojang gets it straightened out.

Ah. I didn't do too much experimentation with it. For you, did the stream stop a while after the error?

mine did this as well, it usually works but sometimes crashes after 30 minutes-1 hour, its a bit annoying that it pops up on my screen while streaming, especially when it slows down chat on servers
Issue Streaming Frame: TTV_WRN_FRAMES_QUEUEING (TTV_WRN_FRAMES_QUEUEING)

The stream was fine for over 4 hours, even with this warning.
