Every time I load the game up, the music is no longer muted. Is this supposed to happen? It's not that I don't like the music or anything, but I'm usually listening to something else in the background instead, and it's getting annoying.

I think I know what's going on. I'm logging in using 1.6.4 and 1.7.2 back and forth and it's overwriting the options file with defaults each time I do so, because it's different options for the different versions. Default for music is on. Do you by any chance know where the defaults are located?
Are you changing one profile to switch versions back and forth? If yes, then this is your problem, because the sound controls are more fine-grained in 1.7, so the option 'labels' are different. Defaults are almost certainly coming from the code.
It isn't really safe to use different versions of MC on one save, so your best strategy is to create two profiles. One for each version of minecraft you want to use. Set up each to use a separate game directory (.minecraft164 and .minecraft172 for example) and then you can segregate your saved worlds into the appropriate game directory.
