First I'll say I'm not entirely sure I'm posting this in the correct area, but if some I'm positive someone will correct me on it.
The issue at hand is a drop of fps to 0 (according to F3 statistics) within already explored chunks, not newly created. This is happening on a server world and ALL players are experiencing this issue, both those of older and newer machines. This issue is happening in our spawn town where there are no redstone or mob spawner traps created (it’s a simple area for everyone). The issue ONLY happens in certain chunks, not all chunks and these chunks have been built in by players. There are a few odd chunks (about 3 or 4) outside of town in areas where no one has built yet that are also affected. We have tried restarting the server, we have tried downloading it and playing it offline, as well as the various mipmap settings that have been suggested with this error. The server has no issue running anyone’s main home area’s away from spawn nor does it have trouble running uninhabited areas that have been explored away from spawn. This happens SOLELY in the chunks at the spawn town and 3-4 chunks near it. Console shows no errors when players enter these chunks.
If your world got corrupted you can try to repair it with MCEdit. Open the offending world in MCEdit, press 'ctrl-i' and select 'Repair regions' in the dialogue which pops up. Once this has completed, save your world and exit MCEdit.
To download MCEdit, go to http://www.mcedit.net/ and choose the version appropriate for your OS.
Sorry to take so long to reply cestislife. I do not believe this to be a corrupted chunk issue. Today upon logging in, certain chunks were now working properly that were receiving the 0fps, however others are now having the same issue. It seems which chunks it affects is completely random, both in selection and timing.
Alright, we have now whitewashed each chunk up to roughly 30 chunks away from our spawn town and the areas around it affected. We performed both the Ctrl+I region fix and the delete entities. The issue is still here.
A couple of things were pointed out to me by other players. When first entering these areas, nothing goes wrong for the first few seconds, then the 0 fps begins. However, when you enter of these areas both the fps & the chunk updates drop to 0. There is no updating of either kind in the zone. I realize this is a bit late, but This exact same issue has been occuring on the server I play, owned by a friend of mine. Upon walking into certain loaded chunks, FPS and Chunk Loading drops to 0-2. Upon attempting to leave the affected area, I will continue to travel at those numbers (screen refreshing every 3-4 seconds). There is a section of my particular land where I can build and move freely, but as soon as I move inland (so far across the board, I have not been able to move inland at any point on my island), the issue commenses. Several people have experienced this issue, and I have yet to find a solution.
I am also having this same issue on the server I own/operate. My issue is exactly the same, and happening in my spawn town. I don't have my spawn chunks mapped out exactly, but it seems as if it is the spawn chunks experiencing this. I've taken my server offline until I find a fix.
If the problem definitely don't about an wrong sett et entity (Some times i have that on fixed map 30-40 chunks away from the problematic arrayer), maybe its on plugin on the server. (I think all of the server owner her use bukkit as server program.
Pleas tell witch plug in u run and in witch version. (we will found out witch one are make this effect.)
P.s.: Tray to be sure, on an backup, to remove all entitys from the map.
I'll check this out. It says redstone might be the problem. I've moved spawn away from that area, will turn off the redstone, restart the server, and enter the area.
Edit- did not work. I disabled all the redstone in the area and still having a problem.
Im running a singleplayer game and am having this exact same problem.. and it started right after I finished my four story mob tower with a dual hopper/redstone block/pistons timing system to fire the dispensers to flush the spawning pads. It seems to happen when I move far enough away from it to cause it to load or unload if that makes sense. Its always activated.. and when I break the circuit the frame drop disappears when I try to move away from it again.
I am having this issue on my world as well, two whole separate sections of chunks drop to 0 fps and are unplayable. I really don't know what to do with it -- kind of hoping the next update fixes it somehow I suppose.
I don't have any mods it's all pure vanilla, and the chunks are near my builds but far enough away that I can access my builds just fine.

I am having the same issue, has there been any fixes? any tips or tricks to correct it?
First of all, is it a local world or a world on a Server. (If u dont have the world files u cant do anithing)
- First sugestion, try the programm "Minecraft Region Fixer" ( http://www.minecraftforum.net/forums/mapping-and-modding/minecraft-tools/1261480-minecraft-region-fixer ) It´s a good tool to see if somthing wrong with u world. (And also can fix some of the problems.)
- Second sugestion, try "MC-Edit" ( http://www.mcedit.net ) U can look with this tools if the are many enteties in one erryer that not to mutch to allert the first Programm i suget u.

But i have an idee to confirm from the other server admins.
Pleas look witch kind of biomtype are u bad chunks are.
Nay7uk are Extreme Hill.
Maybe its an Problem like lake spikes at jungel bioms?!?
UPDATE: Test with older 1.6.2 MC Version. Got bad FPS on this version to. look like its not specifik on MC version.
