Since 1.7 I have been having issues with chunks. If I leave an area or go down mining and return to the surface, or even log out and log back in, black holes or missing chunks will be present over my creations (currently the walls of my castle), and traveling has this issue too with mountains and entire forests at times. Briefly at times I can see the caves and lava under the ground.
The chunk issue goes away when I walk close to what's missing, but this is so frequent now. I never experienced it at all back in 1.6.4. It's present in all texture packs.
My PC is a gaming rig so that can't be the issue. Here's a picture of what I mean.
I had this issue and changing the frame rate cap to 60 in the options screen fixed it nicely (I noticed I was only getting 60 anyways even though the option was set to 120)
I have seen this in the Nether with one or two chunks at a time in versions 1.6.4 and earlier. With the 1.7 update I have seen this multiple times covering large areas in the Nether and on the Overworld. I wait at the edge until it finally renders.

I think is the buttons you press to "Auto load" chunks if they're not loaded.
To reload chunks is F3+A, i had this problem a couple of times and this immediately fixed it
