Alrighty, there are several things you can use to improve the quality of your game, and I'm going to suggest a few. First one is, within your video options in minecraft, do you have things like your graphics set to "Fancy", or your render distance set to farthest? Setting those to a lower setting should help you out, and if they don't, try Optifine, it is really, REALLY, great at improving game quality, and I'd highly recommend it to everyone. For you I'd recommend the "OptiFine HD C6 Standard for Minecraft 1.6.4"or the " OptiFine C6 Light for Minecraft 1.6.4" versions for you. And if you still want more, you could Allocate more ram to your game, or set Java to a higher priority in your task manager. When your game is running, you will see two "javaw.exe", what you need to do is the the priority of the one that is using the most ram, here's an example. If you need help installing mods, you can either as in here, or Pm and I will help you to the best of my ability.
My pc is a gaming laptop and i use to get 350 fps and now im at 30 and even 20.
My specs are A Intell Core I7
Nvida 650m 2GB of Vram

Make sure your running on the Nvidia card. Intel CPU's have a video card built in by default and you might be running off that because the new launcher has some detection issues.
If your on the intel GPU (assuming you actually have one) it sucks for running Minecraft. Ergo why your lagging.
This is just a theory and that and two cents will get you two cents in change.

Ill try it i have 8gb of ram i use 4gb all time i get 40 fps in Arma 2 with the highest settings.
