Ok this is my first time using the forums but when i play Minecraft it will say my ping is 1200 ms but when I go on the server there is No LagI can hit a block and it will be there and when I use CMD it claims the ms is 110 not 1000.
Few things you can do, Go to start all programs accessory run, Type in CMD. In the command prompt you type in tracert ~server name or ip address~. If the first 2 hops (If you are not using a router it should be only 1) Have a asterisks in it most likely your internet hardware is bad either net cable, or your modem and router needs a healthy restart. The asterisk means packet drops if this happens any were in the tracert its either your internet service provider or the server you are connecting too. Most cases the reason for high network lagg is server load network load.

But its not just this server. Every server I use is doing this. When i go back to 1.6.2 servers it will only be 120 ping
There was one or or more versions of Minecraft that had a bug that affected the ping time calculation.
Since you say you don't see this on 1.6.2, I'm assuming that the other non stated version you are using is one of the ones that had the bug.

If you are running into the bug, the only way to avoid it is to use a version before or after the bug existed. Or live with it. Or mod minecraft (back port the bug fix to the version you won't stop using)
The video shows what i am talking about ^
