Windows drivers do not include "Pixel acceleration" AKA, OpenGL support. Download a complete driver package from Intel for your Series 4 chipset. You'll have to download Windows 7 drivers and install them in compatibility mode most likely, as Win 8 drivers have not been released.

Installing drivers in compatibility mode isn't a good idea.
