Every snapshot since 13w38a takes over ten minutes to launch on my system. With the latest one (13w41a) I left it for an hour and a half and it still didn't get past the Mojang logo.
For comparison, 1.6.4 and previous versions launch in about ten seconds using the same profile settings.
I tested in Windows 7 (dual-boot, same hardware) and it launched about as quickly as 1.6.4.
A log from 13w38c, when it actually launched (albeit after a 15-minute delay), is here. It looks normal to me, until I notice the gap in the Client> timestamps. 13w41a output here. It freezes after reaching the last line (same spot as before).
Launcher profile is typical.
Multiple people on reddit using linux (and differing distros) appear to have/have had a similar problem.

Alright, I think I've got something.
Intel, apparently, messed up pretty badly in their 12.04 driver.
I was able to get it working by adding this ppa and applying the updates.
Launch time is now <15 seconds, as before.

Ubuntu 12.04.3 64-bit
Oracle Java 1.7.0_25 (also tested in openJDK 6)
Core i3-2330M Cpu
Intel integrated graphics ("HD 3000")
4gb Ram
