i have a compaq presario laptop cq57 with vision amd processor had 5gb ram (ddr3) now have 8gb ram and amd radeon hd 6250 graphics card with sata harddrive with 100+gb free and am running windows 7 i have minecraft 1.6.4 and had upto 2o max fps i have installed forge and optifine and removed everything to try to get better fps i have even gone as far as delete minecraft and start over fresh and now have optifine and i might be lucky if i get 10fps now i have no clue what happened

Typing aside, what is the CLOCK SPEED of your AMD vision? I'm not an expert on AMD processors, but from my experience with Intels, If it's under 1.8Ghz, minecraft will crap out no matter the graphics card and memory, as it handles all the chunk data.
Sorry, but it does seem to sound like your computer is just too damn slow for smooth Minecrafting. You can play with 20FPS, but it just gets annoying.
EDIT: after some research, the compaq presario laptop cq57 seems to just be a generic browsing laptop, not designed with any particular gaming in mind.
