Can't move the launcher out of the downloads file

Today I decided to finally move my new launcher into my desktop, but when I try to do that, it says this:

The action can't be completed because the file is open in Java(TM) Platform SE binary
Close the file and try again.

Then I have the options to try again or cancel. I don't have it open, I don't have MCEdit or anything like that open. Why is this happening?

It is open, i.e. the launcher is still running.
Shut down minecraft and the launcher, then move it.
If it still complains, reboot.
