So I tried making a new dir for older versions of minecraft so I wouldn't corrupt any other worlds accidentally, but when I launch the old version in the new dir it uses the save folder that is in my .minecraft folder and not the one in the new dir. I have triple checked the new dir and there is a save folder in that dir as well. Can someone please help or explain what I'm doing wrong?
In the Launcher click on Edit Profile (while the profile for older versions is selected). Then check the box next to "Game Directory", and enter the correct location of the new directory.

I probably should have mentioned I've done this already, but for some reason I figured it was implied. So yea... it doesn't work even though I'm doing that.

Is the actual folder named the exact same as what you typed in Edit Profile?
