I am only getting around 80-100 FPS. Optifine offers no FPS improvement.
My friends, however, have MUCH weaker hardware yet they can easily get 300+ FPS.
Are you having detrimental game performance that you are unable to play? Or are you just worried about the numbers?
Minecraft's performance is really a hit or miss thing, no matter the hardware. If you can play fine without much stutter, there is nothing to worry about. You should try to see if only enabling one of the cards to render the game will give you better numbers.
Though in all honestly I do not think it matters much.

My problem with it is I want to be able to run heavy shaders, with a heavy resource pack.

I would suggest just trying them out first. If you are having issues with FPS, it is mostly out of the scope of this section of the forums, as you are modifying the game for what it is not intended to do.
