If you can, Try to restore all of your files to a date before all of this started to happen. You still wont have your deleted Minecraft files, but it should fix the issue you're having. I had this same problem but I was able to restore my files to a day before it all screwed up. I then had to completely delete and re-install my java. But after that, it worked. I have Windows 8, so I don't know if that would work for any others. I tried everything else and this is the only way that worked for me so maybe this will help:P
I right clicked computer. Went to properties>action center> recovery>Open system restore
This only works if its recent enough I think though.
