This happens when your graphics drivers don't support the "correct" 3D. I have found if you run Minecraft from Ubuntu Linux (free, http://ubuntu.com/) it works. Windows is, frankly, either not good at this, or the drivers are more up-to-date on Linux.

This is a known issue.
On legacy Radeon HD Models 2xxx - 4xxx, Windows 8 currently only works with the beta drivers.
