you could dedicate more RAM to minecraft (tutorial) when you allocate more RAM do not go to overkill and GB in MB form is 1024 MB per GB and you could also download optifine for 1.6.2. Also if you are using a texture pack could you list that as well.

Allocating more RAM doesn't do anything unless you keep running out of it. In fact, it may even decrease the efficiency that Java would operate, and therefore the framerate, because Java would have to search through more of the allocated RAM to find the information that it needs.
OP: I don't really understand. Do you already have this computer and want to know how to increase the framerate, or do you want to buy it and make Minecraft faster when you get it?
Because TBH, that's an old, low-end, and outdated computer by today's standards.

AMD Radeon HD 6310 graphics
8GB DDR3 Memory (4GB for minecraft)
500GB hard drive
5-20 fps
5% memory used of 8GB Side question - Is it possible to make that larger?
