So whenever I try to launch Minecraft it says this:

Can you try running the JAR version of the launcher? Download it here: https://s3.amazonaws.com/Minecraft.Download/launcher/Minecraft.jar ?
If double-clicking it opens another program (e.g. WinRAR or another archive program), right-click it, go to 'Open With' and select 'Java(TM) Platform SE Binary'.
If this still fails to work, try reinstalling Java. First, go to the Programs and Features in Control Panel and uninstall everything that says Java in the name. Then, go to http://java.com/en/download/manual.jsp and grab the Windows Offline (64-bit) installer.
