I'm guessing it means that it's on a eternal day time setting. Check world settings. Is it on single player?
This is happening to me in single player. Exactly as the OP says, the sky advances a little and then ticks back about half the amount it had just advanced. This happens during the day and the night, so I don't think it's some eternal day time setting. Also, mobs stutter step, arrows fly from my bow strangely (hard to describe), and blocks remain solid for a second or two after I have broken them before dropping as an item.
Minecraft had been working fine for months prior to this, though my PC isn't the best. Any ideas?
Edit - I've tried reinstalling Java with no luck. Oddly, the weird block-breaking behavior does not seem to be happening on a fresh world. Wonder if my world file is too large?
After update 1.3 minecraft started useing an internal server. Your lag is most likely caused becuase that server is have issues with the cpu. List your system specs. Try closeing all other prgrams open in the background.

Why would Minecraft work for months and suddenly have this issue? And why would this issue only occur on one world while new worlds seem to work flawlessly? If this were a hardware resources issue, it seems like it would have always happened. Just speculating though.
Since my previous post, I have downloaded OptiFine to try to improve Minecraft's performance overall. I have also tried closing out of all other programs. However, no luck whatsoever.
If this is some spontaneous issue with the internal server, is there anything I can do to remedy it? Is there anything else it could be?

The problem is windows 8. It tends to keep stuff running in the background. Try linux mint, assuming you use a laptop or desktop. It should run minecraft just fine, but I cant gurantee it. My mint os has no games on it, nor will I download any.
