When you download minecraft from minecraft.net, all your downloading is the client. Once the client runs one time, it downloads the initial .minecraft folder and all sub folder and files. If you don't have a 1.6.2.jar then it was moved,deleted,etc. Relaunching the client will essentially re-download the needed files to run minecraft, which is the 1.6.2.jar file you are missing.
If you can play the game, then you have the jar.
If you can't play the game, then you might not have the jar. Figure out how to play the game. Go to line 1
The 1.6.2.jar usually just appears as "1.6.2", because Windows hides file extensions that it recognizes. IIRC "config" only appears in versions with Modloader or Forge, and "bin" was completely changed to "versions" to facilitate the Profiles feature. If you can play the game there's no point in worrying about "missing" files. You have all you need.

It appears that you may have not fully grasped the fact that the folder structure has changed since the 1.6 update. There is no longer a "bin" folder, and the "config" folder only appears after installation of either Modloader or Forge.
If you can run the game, then you do have the files needed. For 1.6.2 for example, it will be found here,

And the contents of that folder,
If it is true that you do not have the highlighted file, then you should not be able to run the game, at all. The minecraft.jar is now named after their game version.
In cetislife's window screenshot you can see the highlighted file is the Jar. Windows is being oh so helpful by hiding the file extension and not distracting you with it (because who needs to know what the extension is after all? 640KB is enough memory for anybody) , but the file icon is the Java coffee cup and the File type is "Executable jar file"

This file, 1.6.2.jar is the file that you install mods to. If your 12 year old self can't figure that out then you should read up or not play
