Okay, so the game is still getting a fairly good fps, (40) which is what it usually gets, but for some reason, the mobs are all weird. For example, a zombie will just stand in one place not moving at all, and then it suddenly starts charging towards me at hyper speed for a second, and then it goes back to normal again. Also, when Ever I fire a bow, the arrow goes about one block, but then a couple of seconds later the monster I was aiming at get damaged. These are just a few of the examples, though, like sometimes I'll mine a block, and it will reappear for a millisecond, and then it will disappear again, and drop the block a second later. I would be very happy if someone could explain what is going on?
Are you playing single player or multiplayer? That problem often occurs in multiplayer. It's "connection lag", at least that's what I call it. Everything is slow and a second behind, whatever it does.
Remember: Singleplayer is basically a server now. However, the lag on there doesn't depend on connection. It depends on the resources your computer is able to give to that server.
If you could kindly state the amount RAM you have and the amount of cores your CPU has it would be of help.
Also, when playing minecraft please check how much of your CPU is being used. On windows 7, to do this hold CTRL + ALT + DELETE and select Task Manager. In the bottom of the Task Manager window look at the thing that says "CPU Usage"
