Minecraft has ran perfectly fine since late alpha/early beta, but somewhat recently I'm not able to play. Whenever I try to start the launcher I get the error "Unable to download remote file. Check your internet connection/proxy settings." I have already allowed java and minecraft through my firewall, checked my anti-virus, reinstalled minecraft, and reinstalled java multiple times. Also, my minecraft server which has run perfectly for months and months says
[WARNING] **** FAILED TO BIND TO PORT!
[WARNING] The exception was: java.net.SocketException: Unrecognized Windows Sockets error: 87: create
[WARNING] Perhaps a server is already running on that port?
One of my friends suggested I try using technic launcher and just playing vanilla without any modpacks, but none of the modpacks even load and it also only lets me play offline.

Your windows is outdated, causing this problem. Try updating it via the Windows Update.

EDIT: Antivirus and Firewall had nothing to do with this error.

I did everything in windows update and it is not fixed, also, I use the regular windows firewall, windows security essentials, and malwarebytes.

1. Reboot so you have a clean boot.
2. Open the start menu, type in cmd in the search box, right click cmd.exe and click Run as administrator, then press continue.
3. Type netsh winsock reset and press enter.
4. Type netsh int ip reset reset.txt and press enter.
5. Reboot and see if your problems resolved.
