Well, first off, just about every laptop has some kind of GPU running inside it. However, some are significantly better in performance than others. The laptop you are looking at likely has something like Intel Integrated Graphics. If the laptop has at least a dual core processor and 4Gb+ of RAM, you should be able to run Minecraft fine.

Dedicated graphics card greatly speeds up graphical performance as Intel/AMD integrated GPUs are not really designed for gaming, just normal surfing and things like that.
You may see anywhere from 40 to 100 fps improvement over integrated GPUs.
Well, typically you don't purchase a dedicated graphics card for a laptop, they come preinstalled. Purchasing individual graphics cards is something you usually do with desktop computers. If you want to play higher level games (not just Minecraft), I highly recommend you look into building your own desktop computer. You can get a decent Nvidia card with 1Gb dedicated memory for around $100-150.
