Earlier tonight, I downloaded Paradise Decay's map (link), and the texture/resource/whatever pack was in the download. I got the map to work, but nothing I do can get the texture pack to show as an option in the resource pack list. I've tried saving under resource pack and texture pack, neither to any avail. I've noticed that Minecraft does recognize a texture pack is there, but it doesn't give me the option of selecting it.
I'm not using any mods, and prior to 1.6, I was able to use texture packs without an issue.
1.6 had some changes to the textures. Texture packs from 1.5.2 and below have to be converted so that they can fit the Resource Pack textures in 1.6 +. I'm guessing the texture pack was probably outdated.

It has been converted, and the guys from Dead Worker's Party were all able to play on 1.6.2.
Still not working. I can load the guy's map just fine, but the texture pack will not show. I don't get what the problem is, or why everything was working fine in terms of texture packs UNTIL Mojang decided "we're going to change this crap up".
I brought a New PC last Xmas so trying my own map was like trying it for the first time again.
I'm running windows 8 and everything worked just fine. Have you tried backing up your Minecraft folder and re-installing it?
The last file I uploaded had all been converted using Dinnerbone's converter.
HOLD ON..... i've just check my minecraft version and I'm running 1.5.2
I've not updated minecraft as I'm working on my film, my version of minecraft still says textures, not resources.
I'll have to look into the latest patch, for now try an older version of minecraft 1.5.2 etc.

I haven't. I'll try to remove the map, and install it again, see if that helps.
If you follow my link in the first post, the map maker says IT HAS BEEN CONVERTED! And people have played using this texture pack on 1.6.2.
It gave me some sort of error and just stopped...so I'm guessing it didn't get the chance to finish converting.
