These are all good points. And I know 1.80 GHz isn't great but it's also not that bad with an i5. On my old computer I could run it at around 30fps with no lag spikes but on my new computer I run it at like 20 fps with a lot of lag spikes. And my GPU I just learned is Intel(R) HD Graphics 4000 which I know isn't good at all, but it is better than my old computer. So I'm not sure why it's running slower and has more lag spikes than my old computer.
Close Minecraft. Then open Task Manager and tell me what your CPU usage is at.

Yesterday i was reading through the reported issues and found one that pointed out that the 1.6.x was having problems with intel graphics processors, which made them run at about 1/3 to 1/4 the usual fps. Amd gpus and nvidia gpus were fine running normal but they are trying to sort out the problem, but untill then People that are using intel graphics processors are gonna not have good fps.

Is there anyway to fix this problem? Please tell me if you need any more specifications.

Your processor should be fine.
Download CPU-Z and see what it says your core speed is at, well you are playing Minecraft.
What video card do you have?Intel HD Graphics 4000 is sort of terrible, but you should get more than 16 FPS.
Make sure performance is not set to Power Saver.

Try setting these options and check FPS:
Graphics -> Fast
Render Distance -> Normal
Performance -> Max FPS
Use VSync -> OFF

I am using those now and getting around 25 and a little bit of fluctuation in fps.

In Task Manager sort by CPU usage, so the highest numbers are on top.
Then take a screen shot of the Task Manager window by pressing Prt Sc or Prt Scr.
Open up Paint and paste the screenshot in with Ctrl + V.
Upload the image to either Dropbox or TinyPic. And post it here for me to see.

and if not try giving minecraft ram.

Well 25 FPS is considerably better than 16. And probably normal for your graphics card.
You could try installing OptiFine to improve your FPS a bit.
