That is the error screen I get on Windows 8, running the 1.6.2 update. Not only is it annoying, it hampers the time I have and forces me to re-configure all my settings, server lists, etc. Any suggestions?

Unable to download remote file. Check your internet connection/proxy settings.

I have only one idea.
I had a problem a few months back where one program on my computer would pop an error each time it downloaded a data file and tried to immediately load it.
In the end it turned out to be my antivirus grabbing the file to check it for an infection before letting the app open it.
I was able to solve this by configuring my antivirus not to scan files in that particular directory.
You could try that.

The other thing, is that this appears to be a launcher update that is trying to be processed. You could just go to minecraft.net and manually get the latest version of the launcher. This might only get you a little bit farther though.

No, not that, mine does the same thing, even with a simple username
