Even after uninstalling and reinstalling Java, I can't seem to find the problem

I'm not sure if it would work, but I would recommend trying to find a download for the old launcher of Minecraft, and getting 1.5.2. Once you have that, move to the new launcher and try updating.
If that doesn't work, I would suggest looking in your settings. Your issue appears to be that your computer simply cannot complete downloading the file, so it might be an issue with your internet settings, java settings, or firewall.
I can't be much more specific than that (I don't know much about this subject :/), but that is what I would recommend trying.
