Collin1971 Already selected Advanced OpenGL and added the javaw to Nvidia Control Panel...
For some reason there's no drop box to change the graphics processor... My onboard is ATI Radeon 4250 so I think Nvidia drivers auto disable any trace of ATI... So no need to change graphics processor here...
But I don't really fixed the problem, I only tested with another intallation (clean) of Windows and I had much higher performance and fps.
Now I need to find the problem... Maybe something is conflicting with Java...
This maybe sounds stupid but are you even using your high-end graphic card? One of my friends started the game and he got low fps and didn't know why. He was changing every single setting, reinstalling Minecraft and so on. Nothing helped. Then he realized that he isn't using the high-end graphic driver but the standard graphic driver in his PC. He switched that and now he gets more than 200 FPS
I'm using a Nvidia GTX 680 Super Overclock (Gigabyte) 2GB

I have Nvidia Control Panel up to date, I play games on pc since 1995, I'm a computer technician too.
I have more than 600 GB of games and only have problems with Minecraft...
And I'm developer & VFX / CG producer. No problem to render or compile.
Wrong again, if it's not that GPU dependent, why my integrated ATI Radeon 4250, my old GTX 460 get much lower fps?
Question: JRE conflict with JDK ? Because I have JRE 6 and 7, JDK 6 and 7
The Android SDK uses JDK 6
I think I figured it out! You and me are both java developers. I have the same problem. It's probably the fact that in your system Environment variables PATH is refering to your JDK Instead of JRE. The java JDK has a lot of debugging running in the background(I think) try making it run on the JRE instead that might fix your issues!
3. Correct Java version
For minecraft 1.6.4 you need Java 6, (for MC 1.7 you need Java 7 and so on..)
Which can be found here: Java 6u45 windows x64bit (jre-6u45-windows-x64.exe)
The only settings I changed were within minecraft:
Graphics: fast, Smooth Lighting: off, Render Distance 3(5 was comfy), and advanced OpenGL: on.
I NOW achieve about 50fps standing still.
It is the best i can do and I have not yet allocated minecraft with more memory(java or task manager priority).
I have a crappy nvidia gt120 and the gpu is at 96% and using 743mb/1024mb.
so i believe you guys should be JUST FINE.
I myself am using mc 1.7.2, forge 1.7.2-(1147) and Java 7(u72). I was getting bad fps from using Java 8.
Hope this helps everyone as it took me a while to put all the pieces together for this puzzle lol

By doing these 3 steps:
I went from a lagging 3fps in game to an average of 24-30fps in game. 30fps while walking.
1. Correct Forge version
Compatible with your minecraft version.
(I believe you said you were using 1.6.4 so you will want to use forge version found here: http://files.minecraftforge.net/maven/net/minecraftforge/forge/index_1.6.4.html )
2. Correct Shaders Mod
Compatible with forge version.
