Each Resource Pack needs a pack.png and a pack.mcmeta in the Resource Pack's folder.
Open the 1.6.1.jar with a zip runner or archiver and search "pack" and highlight the pack.png and pack.mcmeta, and copy and paste them into the Resource Pack's folder.
You can edit the pack.mcmeta where it says
