Block on a Block over PANE

This is the Scenario of mine. I have a window pane. I put a block over that (fig 1-1).

Fig 1

I cannot add a block (any block) on top of the block I just added.

I am playing superflat with creative unmodded.
Also can someone "approve" this post?
