I know this isn't quite the official minecraft forum, but I don't really know where to report bugs.
The bug in question, though, is a simple one.
Water at long distances seems to be getting rendered in front of particles at short distances. For example, I was breaking a door right in front of myself with a glass mob tube in the background. The brownish particles flying off the door as I punched it passed behind (or rather, appeared to pass behind) the water.
Another example is when I was watching one of Etho's videos (I wish I could find it, but I can't remember what video it was), he was talking about something random while looking at a waterfall off in the distance. He had some kind of special effect (it was either fire resist or a beacon speed effect), and the particles it sent in front of his face also appeared to pass behind the waterfall.
