Can no longer spawn the wither?

I finally managed to collect all the needed materials to start the wither fight.
I put the soulsand in a T formation and put the 3 skulls on top,
but it didn't spawn?
I tried this in multiple worlds and none of them worked.
help me?

Instructions to fix it:

Press Esc

A menu will pop up. Click Options

Click where it says Peaceful and click it until it says Easy, Normal, or Hard.
That should fix it.
