I'm experiencing the bug where wild ocelots and wolves will spawn from me and follow me everywhere as reported here: https://mojang.atlassian.net/browse/MC-675

So i'm wondering if there's a way to turn off cats and dogs so they won't spawn at all, but leave farm animals and hostiles normal.

Not in vanilla Minecraft.

Search Google and see if there's some mod that allows the disabling of some creatures spawning.
