You're going to need to spend most of your budget on your screen, I suggest you get one second hand (as long as it works).
You'll need extra for it.

I personally wouldn't go for the A8.
I get between 100-150FPS on full settings with OptiFine with this setup:
1920*1080 monitor on HDMI (primary), secondary monitor is 1024*768 and is on VGA.

The HD 6570 is relatively weak but it's actually good enough for me. To play games like PlanetSide 2, I'd need to spend about £100 to upgrade to a better card - GTX 560 or 550Ti.
Maybe get an HD 6990?

If you live near a microcenter, they have cpu/mobo combos for really cheap. Honestly though, it sounds like it would be more cost-effective in your case to buy an OEM tower and add a decent videocard afterwards such as a radeon 7750 which doesn't need an external power connector. That way, you don't have to pay for the OS license and peripherals etc. or have to put it together.
